
Peter Hemstead
Chief Executive Officer
Peter Hemstead is the Chief Executive Office at Riverside Community Hospital and has been in this role since June 2024. Peter previously served as Riverside’s Chief Operating Officer from 2020 to 2022 before his promotion to CEO at West Marion Hospital in Florida.
Peter’s time with HCA Healthcare has been marked by excellence in physician and patient engagement. Under his leadership, West Marion Hospital ranked #1 in quality across the enterprise for four months and in the top ten for 15 months.
After joining Riverside in April 2020, Peter oversaw the construction start of a 35-bed expansion in a Level III neonatal intensive care unit, a new 24-bed inpatient unit and a 20-bed emergency room expansion. He also played a key role in implementing operational protocols and policies around COVID-19 and the patient surges the hospital experienced during the pandemic.
Peter holds an MBA from the Owen Graduate School of Management at Vanderbilt University and served as part of a Helicopter Search and Rescue team for the U.S. Coast Guard.

Mike Hoyt
Chief Operating Officer
Mike Hoyt is currently the Chief Operating Officer at Riverside Community Hospital. He joined the facility in February, 2024.
Before Riverside, Mike was at sister HCA Healthcare facility Swedish Medical Center in Englewood, Colorado where he was Vice President, Operations for a year. He oversaw several operational and support services departments including Facilities Management, Food and Nutrition Services, Environmental Services, Security and Biomedical Engineering. Mike was instrumental in the completion of a new $77M six-story patient tower and completed the first three phases of a $20M kitchen renovation.
Prior, Mike was at HCA Healthcare’s Research Medical Center in Kansas City where he spent four years overseeing the Cardiovascular and Neurosciences departments.
Mike earned his Master of Healthcare Administration degree from Saint Louis University and worked for BJC Healthcare in Saint Louis. He was a Captain in the Air Force and earned his Master of Business Administration degree from Liberty University.

Onel Rodriquez
Chief Financial Officer
Onel Rodriquez is our Chief Financial Officer. He joined Riverside Community Hospital in September, 2024.
Onel holds an extensive background in accounting and leadership spanning 18 years. He has been with HCA Healthcare since 2015 where he was Vice President, Finance at HCA Florida JFK Medical Center. In 2017, Onel accepted a Chief Financial Officer role at another healthcare system but returned to HCA Healthcare in May of 2020 as CFO at HCA Florida Palms West Hospital.
During his time at HCA Florida Palms West, Onel helped the achieve the best geometric patient length of stay in the division for two consecutive years, managed a $17M operating room expansion and $5M Level III neonatal intensive care unit expansion. Most recently, Onel was CFO at HCA Florida Aventura Hospital, a 493-bed facility in Miami, Florida, for a year. Here he worked closely with other senior executives grow EMS volume, create a PICC team and served as mentor in HCA Healthcare’s Executive Development Program.

Jesse Roque
Chief Nursing Officer
Jesse Roque is currently the Chief Nursing Officer at Riverside Community Hospital and has been with the facility since August 2024. He has been with HCA Healthcare for 14 years, starting in El Paso, Texas, where he held various leadership roles in nursing.
In 2021, he became the Associate Chief Nursing Officer at Las Palmas Medical Center, and a year later, he assumed the role of Chief Nursing Officer at West Hills Hospital and Medical Center in West Hills, California. During his tenure at West Hills, Jesse helped reduce hospital-acquired infections by 33% and decreased nurse vacancies by 21%.
In March 2024, West Hills Hospital and Medical Center was acquired from HCA Healthcare by UCLA Health. Jesse remained with the facility as Chief Nursing Officer and led the transition, overseeing the onboarding and integration of nursing functions related to nursing practice, human resources, employee relations, and labor relations.
